Out of state motorists are failing to pay their NYC parking tickets in large numbers. These scofflaws are often able to get away with ignoring their tickets because the City does not want to pay the fees to access the driver databases of other states. While the City will pursue New Jersey scofflaws, they are currently not going after vehicles with Connecticut, Pennsylvania , Arizona, Hawaii, Kansas, Nevada and New Hampshire plates. The cost to the City is substantial with $14 million in lost revenue estimated for 2005 Pennsylvania scofflaws alone.
