NYC Will No Longer Issue Criminal Summonses for Bicycle and E-Bike Traffic Offenses: What Riders Need to Know

If you ride a bicycle or e-bike in New York City, there has been an important policy change. Mayor Zohran Mamdani announced that beginning March 27, 2026, NYPD will no longer issue criminal summonses to cyclists and e-bike riders for most traffic offenses. Instead, those matters will go be issued as civil traffic tickets returnable at one of NYC’s eight Traffic Violations Bureau locations.

While at first blush this change sounds positive for cyclists and e-bike riders, it actually will hurt them. First, you need to recognize that, under the prior policy, criminal tickets were issued for such violations. According to the Mayor’s announcement, that previous approach exposed riders to serious consequences over relatively minor allegations, including the risk of a bench warrant or arrest for failing to appear. That is true but, for those who showed up to criminal court as scheduled (the vast majority), they most likely got their ticket dismissed (outright or conditionally). Our law firm has had tremendous success getting these types of tickets dismissed on various technicalities.

Under the new policy, low-level bicycle and e-bike traffic cases will no longer be treated as criminal matters. In practical terms this means they must appear instead for such violations at the Traffic Violations Bureau. At this Court dismissal is MUCH less likely, fines will be higher and driving records will be worst for the cyclists and e-cyclists.

Of course, cyclists and e-bike riders should follow all traffic laws. However, for those charged, they are now in an inferior court for adjudication and more likely end up with a worst result.

So if you ride an e-bike or bicycle in NYC who receives a traffic violation on or after March 27, 2026, following traffic laws is even more important than ever to avoid more severe consequences.
